President Gustavo Petro says he wants to break the grip of the big electrical generators and use distributed solar so every Colombian community can generate its own energy. Puerto Rico lost most of its electrical system in Hurricane Maria and community solar was the only way to get up and running fast. Now, it seems like a permanent, perhaps better solution than Luma, the local utility company.
