Last week I wrote about the success of community solar in Puerto Rico, concluding that Colombia had things to learn from the experience but the comparisons were not entirely fair. Sitting at my desk in Bogota, from the depressing depths of the worst La Niña phenomenon in a very long time, I need to get some objective support for whether solar makes any sense in the country outside of La Guajira and the Tatacoa desert.
