Cartagena Mayor Dumek Turbay called on the Ministry of Mines and Energy (MinEnergia) to urgently review the performance of utility company Afinia, after a damaged transformer left the Barú community without electricity, sparking protests and stranding tourists at Playa Blanca for several hours.
