A study by the Fundación para el Desarrollo del Caribe (Fundesarrollo) and consultancy Barrera Rey – Economic Advisory, commissioned by regional chambers of commerce and industry associations, concludes that the Caribbean electricity crisis cannot be solved by replacing Air-e's management — and proposes dismantling the current single-operator model entirely in favor of three to five territorially specialized companies.
