Former Minister of Mines and Energy Amylkar Acosta published a four-point demand-management plan on June 8, arguing that Colombia is already operating under conditions of "maximum hydrological and energy stress" even before El Niño has fully hit and that voluntary government appeals to save electricity are insufficient to manage what is coming.
