Colombia's energy and gas regulator CREG put a proposed demand-reduction incentive program out for public consultation on June 23, framing it explicitly as a pre-emptive El Niño measure following IDEAM's June 11 confirmation that El Niño conditions have arrived in the equatorial Pacific and are expected to intensify through the second half of 2026.
