As Colombia heads into El Niño in earnest, a number of voices, especially former MinEnergia’s have called for an incentive program to promote the “right behaviors”: encourage those who use energy wisely and, frankly, punish those who waste it. Inevitably perhaps, the CREG’s plan provoked criticism from the Caribbean.
