La Guajira is the most electricity-poor department in Colombia's Caribbean region, with energy coverage reaching just 54.6% of its territory according to UPME, a figure that puts it well below the already inadequate national rural average of 75.9% that leaves 1.4 million homes across the country dependent on candles, kerosene, and other costly and polluting alternatives.
