The Air-e crisis has crossed into international arbitration. On April 27, 2026, Termocandelaria -- parent company of two of Colombia's largest thermoelectric plants, Termocandelaria and Termobarranquilla -- filed a claim against the Colombian state before the International Centre for Settlement of Investment Disputes (ICSID), the World Bank's investment arbitration body.
