CREG's Resolución 101 120 (later amended by Resolución 101 126), in effect since September 1, sets an individual monthly consumption target for each regulated user based on their trailing 12-month average. Users who cut consumption more than 10% below that target earn a bill credit; those who exceed it by more than 10% pay a surcharge, only on the excess consumption, not the whole bill, scaled at 30% for strata 1-3, 50% for strata 4-6, and 70% for commercial and industrial users.
