The National Hydrocarbons Agency regulates the oil and gas business: high-level prospecting, assigning blocks, writing contracts with companies, policing those contracts, collecting royalties and other so-called “economic rights of the nation”. In his CREG-less vision of the future, President Gustavo Petro sees an expanded role for the ANH.
